Kinshasa, April 12, 2024 – The Ministry of Human Rights of the Democratic Republic of Congo has officially launched four major calls for tenders to modernize its infrastructure and services. These public contracts, published on the website of the Public Procurement Regulatory Agency (ARMP-DRC), are part of the State budget for the 2025 fiscal year.

Four major projects to strengthen human rights

Interested companies are invited to submit their bids for the following four contracts:

  • Digital internal management system 

The first call for tenders concerns the acquisition and implementation of a digital system for the management and internal monitoring of liquidation files within the ministry. This modernization aims to improve administrative efficiency and the processing of files.

  • Prisoner tracking system 

The second contract concerns the acquisition and installation of a digital system for tracking, managing and identifying prisoners in the DRC. This initiative is part of a process of humanizing the prison system and respecting fundamental rights.

  • Acquisition of land vehicles

The third call for tenders, divided into two separate lots, concerns the acquisition of land vehicles for the benefit of the Ministry, thus improving the mobility of teams in the field.

  • Organization of the commemoration of the genocide 

Finally, the fourth contract aims to recruit a service provider for the organization of the day of remembrance of the genocide in Congo (Genocost DRC), in a single and indivisible lot.

Strictly regulated terms of participation

In accordance with Law No. 10/010 of 27 April 2010 on Public Procurement, these open tenders are open to all eligible candidates who meet the required qualifications.

Qualification Requirements

Applicants must meet several strict criteria:

Financial capacity:

  • Certificate proving the absence of a state of judicial liquidation or bankruptcy
  • Audited Financial Statements for the Years 2022, 2023 and 2024
  • Average annual turnover equivalent to the amount of the offer

Technical Capabilities:

  • At least two satisfactory references over the last five years
  • Proof of compliance of the proposed equipment with the technical specifications

Administrative Requirements:

  • Articles of association of the company and RCCM
  • Valid tax clearance
  • Certificate of affiliation to the CNSS

Procedures and deadlines

Interested companies can obtain further information from the Office of the Minister of Human Rights, KASAI Building Wing 2, Place Royale/Gombe, or by email at lindjandjahamuli@gmail.com, from 9:00 a.m. to 3:00 p.m., Monday to Friday.

The complete tender documents are available for a non-refundable payment of USD 400 or equivalent in Congolese francs.

Critical Deadline: Bids must be submitted no later than April 30, 2025 at 11:00 a.m. local time. The opening of the bids will take place the same day at 11:30 a.m. in the meeting room of the Ministry’s Cabinet.

Bids must be accompanied by a bank guarantee of 1% of the proposed price and remain valid for 90 days from the submission deadline.
